Community Development Program
The clamor to protect the Cagayan de Oro River is the main objective of the foundation. After the two years project on Cagayan de Oro Watershed Information, Education and Communication (IEC) there is a need to create more activities where stakeholders could participate and contribute to the protection, conservation of the Cagayan River Watershed. The operation shall be a variation of activities, all aimed at providing and education to people and engage the active participation of the government sector, academic and the communities along the Cagayan River.
These include:
Strengthening Safer River, Life Saver (SRLS) Club Mothers
The Safer River, Life Saver Clubs Mothers - both an academe – based and community – based organizations, which aims to involve all groups in pursuing the goals of a living Oro River for the future generations.
The SRLS elderly, women and youth groups are perceived as a potent force and seek its active involvement in the crusade for a healthier society. The presence of this movement will ensure its growth and continuity of related projects of the Foundation.
Objectives
- Build and develop positive values through the practice of proper attitudes towards the preservation and protection of the environment.
- Facilitate a better outlook and a frame of mind towards the implementation of Foundation’s activities.
- Form an advocacy group that the movement calls for, and contribute to the molding of the psyche towards attitude transformation in the matter of preserving and protecting nature.
Formation Process
The movement must be both academe – based and community – based for it is believe that it is the most convenient venue for value formation campaign, a vehicle in giving the campaign more access to the vast majority of the people.
The orientation of students of the different Colleges and Universities shall be tapped to ensure maximum participation and commitment of students and as such shall continue when they become professionals. The youth’s participation is perceived as a potent instrument and seeks its involvement in the crusade for the continuance of related projects for the future generations and believe to be highly effective tool in pursuing its objectives once in action.
Clean-up Drive
The foundation envisioned sustaining conservation and protection of the Cagayan River for a continuing information, education and communication through Solid Waste Management. Involving the Social Orientation Students of Liceo de Cagayan University and the Safer River, Life Saver Club Mothers of the riverbank barangays in implementing the R.A 9003 Solid Waste Management Act.
Objectives
- to educate the communities living near the riverbank
- to protect, preserve and enhance the Cagayan River
- to engage the Social Orientation Students of Liceo de Cagayan in community participation and the importance of a clean environment
- to discipline the people on proper waste disposal

The Process
Students were instructed to bring along with them cleaning materials such as broomstick, dustpan and empty sacks. The Safer River, Life Saver Club Mothers assist the students in cleaning the esteros, canals and riverbank area. It was observed that the area is clean, and only few wastes can be seen in the surroundings. As we asked the residents they themselves are cleaning each backyard but one of their problem is the collection of waste.
Tree Planting / Growing
Being a primary non-government organization who envisions for a sustainable development, management, protection and rehabilitation of our one vital treasure the Cagayan River involving the NSTP/CWTS Students of Liceo de Cagayan University and the four colleges namely: College of Commerce, Education, Engineering and Arts and Sciences. The foundation initiated the Tree Planting/Growing activity to revitalize and implement the greening of National/Provincial/City/ Municipal highways and rivers and stream parks nationwide for a green environment.
Through series of meeting with the Technical Working Group on Forest Nursery the group decided that the pilot area for tree planting/tree growing would be at the Liceo – Kauswagan riverbank.
Duties and Obligations:
- Coordinate with the Department of Environment and Natural Resources and the Local Government Unit of Kauswagan in the selection of sites for the river rehabilitation and tree planting and prepare the necessary map for the selected project site;
- Coordinate with the NSTP/CWTS Students of Liceo de Cagayan University through its Coordinator to maintain the planted trees/ ornamental plants by regularly conducting ring weeding, brushing, fertilizer provision and application and replanting of dead seedlings;
- Provide seedling requirements, maintenance and protection of the planted trees/ornamental plants;
- Conduct periodic monitoring on the progress and development of the established plantation.
The Process
A series of meetings were conducted for planning purposes of this project. There was a site selection and clearing with the assistance of Barangay Kauswagan and For. Ted Manit of DENR that last for weeks. An orientation was conducted to teach the students on proper care and planting techniques. Before the planting day, there was a site preparation for digging and holing the planting site.

Forest Nursery Project
Planting trees is an easy and effective way to beautify our property, provide shade in summer, wind protection and enhance privacy all while increasing real estate values at the same time. Since a tree is such a visible part of the landscape care must be taken to ensure proper growth conditions are maintained. A tree is far more difficult - and expensive - to replace, once mature in the landscape, than most shrubs. However, with some advance planning, trees too can be easily maintained.
Philippine forest resources continue to disappear at an alarming rate. Such loss has been attributed to the conversion of timberlands into marginal upland agriculture, commercial agriculture and timber plantations. Policy factors such as settlements projects, agricultural and forestry development projects and road construction have also contributed to the siltation.
Importance of Putting-up a Forest Nursery
- Provide Seedlings for tree planting activities along the 16 riverbank barangays and other barangays of Cagayan de Oro City.
- Repository of various seedlings plantable along the riverbank barangays.
- Propagation of various seedlings from seeds to seedlings ready for planting.
- Serve as training center for students and various groups interested in the rearing and nurturing of seedlings until it is plantable.
Safer River believes that through tree planting we can help preserve our natural resource the Cagayan River. The clamor to protect our environment urge the foundation to put-up a Forest Nursery. It is located between the boundary of Barangay Macasandig and Barangay Nazareth. We have various kinds of seedlings suitable for riverbank and other areas. With the technical expertise of DENR in the person of For. Ted Manit we able to taught Social Orientation students from Liceo de Cagayan University proper way of bagging and potting a seeds.

Aqua Culture Project
Since October 2005, Safer River, Life Saver Foundation in partnership of the Bureau of Fisheries and Aquatic Resources (BFAR) in Region 10 and the Technical Working Group’s are intensifying its dispersal program of tilapia fingerlings to further strengthen its food security and sustainability programs through the LGU’s and NGO’s.
Objectives:
- To determine the quality of water as well as conservation and preservation of the Cagayan River.
- To address food sustainability for the fisher folks families in the community.
- Greatly provide fisher folks an opportunity for income generating project as supply of tilapia will steadily increase
- Increase awareness of the importance of the Cagayan de Oro River and its utilization.
The ceremonial release of 10,000 fingerlings was distributed along Barangay Carmen, Barangay 1 and Macasandig. The second was done on May 16, 2006 with 10,000 fingerlings dispersed in Taguanao River. The third dispersal was the Get-Excel tilapia fingerling dispersal in Balulang River last October 17, 2006 also with 10,000 fingerlings.

Eco-Tourism Program
With the quest of the Foundation to preserve the Cagayan River, it introduces an alternate mode of transportation in the city, ease the traffic problems and provide a venue for recreation and relaxation for both domestic and foreign tourists, enhancing interaction with nature and let off the pressure of work and doing business and get away from the rigors of living in a highly urbanized area.
The Boats
The Foundation commissioned two boats for the designated route. The craft can carry 33 passengers excluding the crews. These are equipped with radio communications, life vest for all passengers on board and tools and equipment as mandated by the law. The schedule of trips will be everyday depending on the high tide schedules.

Waste Disposal
To maintain the environment and preserve the Cagayan River, the two vessel will have an appropriate procedure that will handle the garbage and the waste generated in their operation.

St. Christopher Boat Builders and Repairs Co. Inc.
Purpose
To engage in the business of shipbuilding, ship repair, afloat ship repair, ship breaking activities and operations.
To establish, operate and provide a world class Boat Building and Repair Facility for water crafts in general.
To put-up facilities for marine sports enthusiasts.
Objectives:
- Builder of the river taxi and sampan
- Builder of river ports / pontoons along the riverbank barangays
- Repair in case of damages of river taxi, sampan and river ports
- Income Generating Projects (IGP) for outside services

Income Generating Projects (IGP) to the LGU’sof 16 River Barangays
The foundation with the partnership of Globe Telecom entered into contracts to establish an IGP for the 16 riverbank barangays. This is to support there environmental programs/projects concerning on the Cagayan River. The barangays mentioned were given a free mobile phones together with an auto load max sim for retailing loads.

Is the entity that owns and operates the above-named corporations/foundation, partnership on sole proprietorship or any of its licensees, subsidiaries or affiliates. It is authorized to directly purchase prepaid load credits from Happy Warehouse Marketing Inc. in accordance with this agreement and through its branches, outlets or individual down lines herein referred to as Retailers, the latter to the end-user sells the prepaid load credits.
As Globe Retailer
The riverbank barangays and other individuals developed by Sub-distributor herein listed that resell the prepaid load credits to the end-users in accordance to the Agreement.
