GOFAR/L-EPM

The conceptualization of GO-FAR was triggered after a number of good practices which are worth replicable had not been replicated for the improvement of service delivery/local government operations. So in 2003, DILG and UNDP agreed to implement a program that would be instrumental to the institutionalization of replication of good practices nationwide. The main goal of GO-FAR is to institutionalize sharing and replication of sustainable good practices in local Governance for improved service delivery to their constituencies.

The Local Governance Institutional Capacity Development (LOGIC) Facility developed a way to provide technical and financial support to LGUs who wish to replicate or adapt an innovative and good practice or use new and innovative tools in improving local governance in their respective areas. This is through the Good Practices in Local Governance: Facility for Adaptation and Replication (GO-FAR). In GO-FAR LGUs are considered active partners and fully responsible in identifying the practices to be adapted and determining the strategies to facilitate their own learning and replication processes. It has been conceptualized under the premise that LGUs know what they need and what is applicable and workable for them. LGUs have the capacity to determine what practice would suit them and best strategies that will expedite their learning processes and development of their locality.

GO-FAR shall also be proactive in promoting and advocating specific tools, processes and strategies in local governments that have been proven successful and beneficial to LGUs. It aims to let Local Government Units (LGUs) be aware of the existence of such tools and technologies and encourage them to try these out by providing the necessary technical and financial support. One set of these tools and processes that GO-FAR would like to support and advocate is in Local Environmental Planning and Management (L-EPM).

The local government of Cagayan de Oro (CDO) City is one of the three model cities for Sustainable Cities Program (SCP) in the Philippines for the implementation of the Local Environmental Planning and Management (L-EPM). Cagayan de Oro is one of the fastest growing cities in the country. As the gateway to Northern Mindanao the city also serves as the trading, commercial and service center of Region 10 and the Cagayan- Iligan Corridor. The experiences with the three (3) year Cagayan de Oro L-EPM project manifested the emerging main components in developing a substantially significant project in the City focused on advocacy, which anchors on information, education and communication (IEC). The advocacy for the integrated solid waste management (in the context of urban social and political environment) at the three Barangays: Lapasan, Gusa and Bugo were a very classic example for such experiences.

The CDO L-EPM project all began when PMCU (DENR) and the LCP selected the city as one of the three L-EPM demo cities in the country. The selection was based on the criteria designed to ensure successful implementation of pilot cities to be the recipient of the L-EPM of the Sustainable Cities Program (SCP) of UNDP/UNCHS. There were only three demo cities for the entire country; Lipa City, Batangas for Luzon; Tagbilaran City, Bohol for Visayas; and Cagayan de Oro City for Mindanao.

The Local EPM project is a joint endeavor of the following organizations: the United Nations Centre on Human Settlements (UNCHS)/the United Nations Development Programme (UNDP); Department of Environment and Natural Resources (DENR); League of Cities of the Philippines (LCP); the Local Government of Cagayan de Oro City.

In order to gather data for best practices replicable products, Project Documentation Team will conduct a Focus Group Discussion through Orientation – Workshop for project orientation briefings, building partnership, sharing of experiences and networking with the Local Government Unit (LGU) and the community of Barangays (Lapasan, Gusa and Bugo). To completely document and manage the learning and knowledge generated from such processes, hence this activity design is proposed.

Orientation – Workshop Objectives:

Specifically, the objectives of the orientation – workshop are:
  1. To validate and gather additional data list and status of various projects that are being introduced and implemented;
  2. To document process of the L-EPM project implementation using the GO-FAR tool;
  3. To further strengthen understanding project participants on EPM principles, implementations and impacts;
  4. To document the exemplary practice and its implementation; and
  5. To establish camaraderie among the stakeholders: Local Government Units (LGUs), Community and GO-FAR/L-EPM Project Team.
